Who is qualified to write a statement about my disciplinary history at high school?

I am currently applying for La Sierra University in Riverside, California.
On the application they asked if I have been dismissed, suspended, expelled, or otherwise subject to any disciplinary sanction by any school, college, or university.
If so, I am required to attach a statement from an appropriate school official corroborating my summary of events in addition to my own explanation of events.
I have been issued a Saturday school my junior year and so I need to have this statement.
My only question is, who do I go to to have this statement made?

Most likely a counselor, but you could also ask whoever is in charge of discipline at your school (at my high school, you knew a kid was about to get suspended when they were sent to the vice principal’s office).
